“CSAC: Guarantor of equal access to the media during the electoral campaign”

The essential role of the Superior Audiovisual and Communication Council (CSAC) in supervising access to the media during the electoral campaign

The electoral campaign is a crucial moment in the political life of a country. It allows candidates to present their visions, their programs and to convince voters. However, it is essential to ensure equal treatment and access to the media for all candidates. This is where the role of the High Council for Audiovisual and Communication (CSAC) comes into play.

The CSAC is an institution responsible for ensuring compliance with legal provisions regarding communication and guaranteeing the equality of all candidates before the law. In accordance with article 33 of the electoral law, it sets the necessary measures to ensure equitable distribution of speaking and airtime on public media during the electoral campaign. It works closely with the Independent National Electoral Commission to establish these measures.

Indeed, the CSAC is responsible for regulating candidates’ access to public media. It sets the rules for disseminating the activities, writings and declarations of candidates. It also ensures pluralism and fairness in the private media, in order to guarantee a balanced and democratic electoral campaign.

The CSAC can also take measures to enforce the law. If offensive, defamatory or contrary to the Constitution or laws are made during an electoral campaign broadcast, the CSAC may oppose its broadcast. This decision may be the subject of an appeal before the CSAC, then possibly before the Council of State.

As part of the elections scheduled for December 20, 2023, the CSAC has already unveiled a program of television appearances for the various presidential candidates. This program will allow each candidate to present their program and ideas to the population, while respecting equal opportunities.

In conclusion, the role of the CSAC in supervising access to the media during the electoral campaign is essential to ensure equal treatment and transparent democracy. By ensuring compliance with legal provisions and fairness in the media, the CSAC contributes to the smooth running of elections and the free expression of candidates.
