During the 117th meeting of the Council of Ministers which was held recently at the city of the African Union, the question concerning the contract between the Congolese Control Office (OCC) and the Bureau Veritas (Bivac) was raised. The President of the Republic Félix Tshisekedi instructed the General Inspectorate of Finance (IGF) to carry out an evaluation of the contract and to propose a more advantageous solution for the country.

According to the minutes of the meeting, it appears that the monopoly contract signed between OCC and Bivac presents numerous flaws which make its application complex. After several years, the contract execution rate is estimated at less than 35%.
