Madagascar – General Richard Ravalomanana takes the reins of power

In Madagascar, a new strongman is emerging in the country. General Richard Ravalomanana, recently elected president of the Senate, has just been appointed interim president by the High Constitutional Court. This decision comes after the rapid dismissal of the former President of the Senate, Herimanana Razafimahefa.

The High Constitutional Court announced yesterday that, in accordance with article 46 of the Malagasy Constitution, interim power returns to the President of the Senate during electoral periods. However, Herimanana Razafimahefa, outgoing president of the Upper House, did not take over this interim role following threats from advisors of the outgoing president, Andry Rajoelina. This version is contested by senators from his own clan.

Faced with this confusion, Herimanana Razafimahefa asked the High Constitutional Court to ensure the interim government. But this change of heart, deemed “inconsistent”, led to his dismissal as president of the Senate. General Ravalomanana then replaced him two days later, after being unanimously elected on October 13.

The decision of the High Constitutional Court to transfer power to General Ravalomanana was supported by the collegiate government that had ruled the country on an interim basis until now.

This appointment raises questions about the political future of Madagascar. General Ravalomanana, a former career soldier, will have to face major economic, social and political challenges to stabilize the country and lead a peaceful transition towards the next presidential elections.

In this context, the opposition calls for a further postponement of the presidential elections in order to guarantee a transparent and fair electoral process.
