Optimization of the functioning of the general secretariat of the Ministry of Hydrocarbons in the DRC: establishment of a new organic framework for transparent and efficient management.

The general secretariat of the Ministry of Hydrocarbons in the Democratic Republic of Congo is equipped with a new framework and organic structures to optimize its operation. This initiative was put in place by the Deputy Prime Minister in charge of the Civil Service, Jean-Pierre Lihau.

The objective of this new organization is to combat overcrowding within the secretariat and to guarantee efficient and transparent management. By respecting the employment ceiling set by the organic framework, the Ministry of Hydrocarbons also undertakes to comply with the regulations in force concerning the recruitment and management of State human resources.

Minister Didier Budimbu underlines that this organic framework will strengthen the work within the Ministry of Hydrocarbons and will contribute to raising the level of service in this key area for the socio-economic development of the country. Organic structures will make it possible to clearly define the responsibilities of each person, thus promoting better coordination and increased efficiency.

This approach is part of the desire to modernize and reform the Congolese public administration. The General Secretariat of Hydrocarbons now has a modern management tool which will serve as a reference for controlling staff numbers and rationalizing expenses.
