The elected provincial deputy of the territory of Masisi, in North Kivu, Alexis Bahunga, has just filed a complaint against the Minister of Decentralization and Institutional Reform, Eustache Muhanzi, for “forgery”. This case concerns the order appointing the heads of sectors, which was allegedly marred by irregularities.
According to MP Bahunga, the minister committed a forgery by designating a certain Bigembe as sector head and Mwami as customary chief of the Katoy sector, while Mwami is not part of the legitimate customary lineage. In addition, the order would also have designated a person who died more than four months ago as head of the Osso sector.
Faced with these accusations, Alexis Bahunga contacted the Attorney General at the Court of Cassation to request an investigation. He hopes that justice will be able to shed light on these facts and punish the culprits severely.
This scandal also sparked strong reactions in Goma, where the decree was deemed contradictory with certain provisions of the decree of the Minister of the Interior, security and customary affairs.
