The CENI trains its executives and agents in the use of the electronic voting device
The Independent National Electoral Commission (CENI) of the Democratic Republic of Congo (DRC) is committed to preparing for the upcoming elections by organizing intensive training on the use of the electronic voting device, also called a voting machine. This training aims to guarantee mastery of voting, counting and ballot tabulation procedures by CENI agents and executives.
Over a period of 10 days, 26 expert facilitators from the CENI will provide their knowledge to 197 procedural experts and as many IT specialists from the headquarters of the electoral commission. The objective is to ensure that these key players understand the different stages of the electoral process, in particular filling out the forms, using the voting machine and creating the different envelopes.
As part of this training, the president of the CENI, Denis Kadima, insisted on the importance of quality in the work of all participants. He recalled that the stronger the supervision chain, the less risk there will be of loss. He also stressed the need to carry out objective evaluations to provide the CENI with competent and responsible staff.
Denis Kadima also warned participants against any influence from political and social actors. He reminded them of their role as CENI executives and agents, inviting them to work with conscience and to question their own commitment. He insisted on the importance of respecting the provisions in place and called on the entire supervisory chain to rigorously ensure compliance with these rules.
On election day, Denis Kadima made a point of recalling the voting arrangements. Voters living in provincial capitals will have the choice between four candidates: the President of the Republic, the national deputy, the provincial deputy and the municipal councilor. Those from the territories will have three possible choices: the President of the Republic, the national deputy and the provincial deputy. Congolese residing in the five pilot foreign countries will only be able to vote for the President of the Republic.
This first level of cascade training will take place in four stages in the different CENI branches spread across the 26 provinces of the DRC.
In conclusion, the CENI is actively mobilizing to ensure that its agents and executives perfectly master the procedures related to the use of the voting machine. This training aims to guarantee the quality of the electoral process during future elections.
