Official press release: Opening of the September Ordinary Session of the Kinshasa Provincial Assembly online

In an official press release signed this Friday, September 29, 2023, the president of the Provincial Assembly of Kinshasa, Godé Mpoy Kadima, announced that the solemn opening ceremony of the September Ordinary Session, essentially budgetary, will not be able to take place in face-to-face due to financial constraints.

According to the press release, this decision is also taken to show solidarity with the other Provincial Assemblies of the country, which are facing more than four months of delay in the payment of emoluments and operating costs.

The president of the Kinshasa parliament expressed his wish that this last parliamentary session of the mandate would be an opportunity for harmony, unity and love, with the sole aim of ensuring the happiness of the inhabitants of Kinshasa. He also informed his colleagues of his trip to Paris for medical reasons, a trip which had been postponed for 10 days.

Article 16 of Law No. 08/012 of July 31, 2008 on the fundamental principles relating to the free administration of the Provinces, as modified and supplemented to date, allows the opening of the session remotely. Thus, the president declared open the September 2023 ordinary session of the Kinshasa Provincial Assembly.

The move marks a turning point in the way parliamentary sessions are officially opened, adopting an online approach to accommodate budgetary constraints and exceptional circumstances. This also speaks to the financial challenges facing the country’s provincial institutions.
