The implementation of the framework agreement between the Catholic Church and the DRC: a crucial step for religious freedom and the integral development of the country

The National Episcopal Conference of Congo (CENCO) recently met with the Deputy Prime Minister in charge of the Interior, Security and Customary Affairs, Péter Kazadi, within the framework of the framework agreement which binds the Catholic Church and the Democratic Republic of the Congo. This meeting, which was held in the office of the Deputy Prime Minister, was an opportunity for CENCO to discuss the implementation of this agreement.

The framework agreement between the Catholic Church and the Congolese state was ratified in 2019 and entered into force in 2020. However, its full implementation was never achieved. A decree from the Prime Minister, issued in June 2022, requested its implementation and recognition of the Church as a legal entity.

After long negotiations and the involvement of CENCO, the apostolic nunciature and the ministries concerned, five specific agreements were drawn up, relating in particular to the teaching of religion in schools, Catholic educational institutions, the activity of charitable assistance of the Church, pastoral care in penitentiary and hospital institutions, as well as the property and tax regime.

This framework agreement aims to strengthen the freedom of the Church in its apostolic activity, while regulating different aspects such as teaching in Catholic institutions, charitable activity, pastoral care or even visas and residence permits for religious personnel.

During the meeting with the Deputy Prime Minister, CENCO recalled the contribution of the Catholic Church to the democratic process and the integral development of the nation, particularly in the areas of education and health. The objective of this meeting was to discuss the progress made in the implementation of the framework agreement and to identify possible obstacles to its application.

CENCO plays an important role in promoting Christian values ​​and defending the rights of citizens in the Democratic Republic of Congo. This meeting with the Deputy Prime Minister testifies to the importance given to collaboration between the Catholic Church and the Congolese State for the well-being and development of the country.
