The examination and adoption of the bill for accountability for the finance law for the 2022 budget year was the focus of a plenary session convened by the Rapporteur of the National Assembly, Lembi Libula. The bill was submitted to the Council of Ministers last June by the Minister of Finance, Nicolas Kazadi. It provides for a balanced budget, with revenues and expenditures amounting to 22,253.01 billion Congolese francs (CDF). However, the figures reveal that the budget was executed beyond these forecasts, with revenues reaching 26,160.70 billion CDF, an achievement rate of 117.56%, and expenditure reaching 28,641.15 billion of CDF, i.e. an execution rate of 128.71%.
Compared to the previous year, revenues and expenses saw a significant increase, respectively 63.65% and 78.33%. While the general budget shows a deficit balance of 3,481.73 billion CDF, the ancillary budgets and special accounts generated surplus balances of 9.34 billion CDF and 991.94 billion CDF respectively.
These figures underline the importance of accountability in the financial management of the country. This plenary session will allow the people’s elected representatives to review the results of budget execution and ensure the proper use of public funds.
