In a plenary session held on Wednesday, September 20, national deputies adopted the draft calendar for the September 2023 session. This calendar, which remains open, provides that the subjects will be addressed in chronological order according to the greatest needs. urgent.

The distribution of subjects into committees was also carried out during this plenary session. The work schedule was adopted by the conference of presidents meeting on Monday September 18.

The debate on the calendar for the September session focused on four main headings. The first section concerns non-legislative matters, including the examination of the annual activity report of the Independent National Electoral Commission (CENI), parliamentary and budgetary control, as well as the examination of the summary report of the reports of the recent parliamentary recess.

The second section concerns legislative matters. This concerns in particular the texts of laws transmitted to the Senate for examination at second reading. Among these legal texts, we find for example the bill relating to corporate tax and personal income tax, as well as the proposed law on the creation, organization and operation of the order midwives.

The third heading concerns legislative backlogs. Among these, we find in particular the bill modifying and supplementing law n-04/024 of November 12, 2004 relating to Congolese nationality, carried by the national deputy Nsingi Pululu.

Finally, the fourth section concerns new matters, such as the draft finance law for the 2024 financial year, the draft law reporting on the accounts of the 2022 finance law, the draft law ratifying Ordinance-law number 23/012 of March 13, 2023 authorizing the extension of the state of siege, and the bill ratifying the orders taken in execution of the law authorizing the government.

This adoption of the calendar for the September session marks an important step in the work of the National Assembly. MPs will thus have the opportunity to examine and debate numerous matters, ranging from legislative issues to current affairs, including legislative backlogs. This session therefore promises to be rich in debates and decision-making which will have an impact on the political and social life of the country.
