“Unveiling of the 2024 draft budget in the DRC: Priorities, economic diversification and reforms at the heart of the development plan”

Today’s article focuses on the 2024 draft budget in the Democratic Republic of Congo. The Prime Minister, Jean-Michel Sama Lukonde, tabled this budget estimated at 40,463 billion Congolese francs, shortly before the opening of the ordinary session in September 2023.

According to Sama Lukonde, this budget is in balance and represents an increase of 24% compared to the 2023 budget year. The priorities of this budget are clearly defined, with particular emphasis placed on the defense sector, which will receive the most large number of resources allocated. Regarding health, the government wishes to meet the requirements of Universal Health Coverage, by putting in place measures such as free maternity and post-delivery follow-up. In addition, the government will invest sufficient resources to continue free primary education.

In addition to these priorities, the government will continue its reforms in various sectors. Emphasis will be placed on the diversification of the national economy, with an increase in resources allocated to agriculture, fishing, livestock and industry. Special economic zones will also be created to encourage industrial development. Furthermore, the government will devote a significant part of the budget to infrastructure, with emphasis on agricultural service roads and investments in the Local Development Program for 145 territories (PDL-145T).

In addition, the government attaches great importance to the modernization of public administration, the improvement of the salary conditions of civil servants and the control of the wage bill. Scientific research will also be supported, with 3% of the total budget allocated to this sector, in accordance with the instructions of the President of the Republic.

It also aims to diversify the national economy and improve infrastructure.
