Democratic Republic of Congo: The evolution of the Local Development Program under the watchful eye of the General Inspectorate of Finance

The evolution of the Local Development Program (PLD) in the Democratic Republic of Congo has recently given rise to serious concerns from the General Inspectorate of Finance (IGF). This flagship project, launched by President Félix-Antoine Tshisekedi, aims to promote the development of the country from decentralized territorial entities.

An IGF delegation, composed of Victor Butubenga Pandamadi and Rita Mandamuna, was sent to the field to assess the progress of work in several territories of the Kasai Oriental province. During their visit, they noted disappointing progress in certain sites, such as the destruction of an administrative building under construction in the Tshilenge territory.

Despite these problems, Victor Batubenga, deputy head of department of the IGF, remains optimistic about the final results of this work, which should have a significant impact on the country’s development. He also underlines the need to guarantee optimal working conditions for those who manage the territories, in accordance with the vision of President Tshisekedi.

One of the IGF’s main concerns is to ensure that contractors meet quality standards by using the right materials. IGF inspectors were equipped with instruments allowing them to check the conformity of construction works, such as the dimensions of the reinforcements and the resistance of the concrete used.

Despite certain constraints, the work is progressing overall. Jonas Ilona Bessa, deputy administrator of the territory of Katanda, emphasizes that the increase in the price of supplies has sometimes impacted the completion of the work, but he welcomes the initiatives of President Tshisekedi aimed at improving the conditions of study and health of the populations.

The visit of the IGF delegation also made it possible to note the glaring needs in areas such as education and road infrastructure. The inspectors made recommendations to improve students’ study conditions and noted the dilapidated state of certain roads, such as National No. 1.

In conclusion, the evolution of the Local Development Program in the Democratic Republic of Congo is a major issue for the development of the country. Despite the difficulties encountered, the IGF remains committed to guaranteeing the quality of the work and supporting initiatives aimed at improving the living conditions of populations in decentralized territories.
