“Expenditure management in the DRC: monthly government expenditure reaches 1,690.8 billion Congolese Francs in August 2023”

The monthly expenditures of the Government of the Democratic Republic of Congo (DRC) were recently published by the Central Bank of Congo (BCC). According to this economic situation note, these expenditures reached an amount of 1,690.8 billion Congolese Francs (CDF) as of August 25, 2023. This figure represents a disbursement rate of 86.1% compared to forecasts for the month of August which were estimated at 1,963.1 billion Congolese Francs.

Within these expenses, we mainly find the current expenses of the Congolese government which amounted to 1,156.8 billion Congolese Francs (CDF). This figure underlines the importance of the operating costs of the State and the daily management of public affairs.

Regarding the remuneration of state agents and civil servants, disbursements reached 499.4 billion Congolese Francs (CDF), with an execution rate of 80.3%. This means that most of the salaries have been paid, but some remains to be paid.

Subsidies, for their part, reached 223.9 billion Congolese Francs (CDF) with an execution rate of 98.0% compared to forecasts. This demonstrates relatively effective management of aid granted by the government in various sectors.

On the revenue side, the DRC’s tax services managed to mobilize a total amount of 1,198.5 billion Congolese Francs (CDF), or 90.4% of revenue forecasts for the month of August 2023. Tax revenues represent a significant part of this amount, amounting to 1,003.4 billion Congolese Francs (CDF). The Directorate General of Taxes (DGI) and the Directorate General of Customs and Excise (DGDA) respectively contributed 589.3 billion Congolese Francs (CDF) and 414.1 billion Congolese Francs. Non-tax revenue, managed by the General Directorate of Administrative, State and Participation Revenue (DGRAD), reached 195.1 billion Congolese Francs (CDF).

This BCC publication therefore highlights the management of expenditure and revenue of the Congolese government in August 2023. Despite a disbursement rate lower than forecast, it seems that the main expenditures have been covered. However, it is essential to continue to closely monitor the evolution of these figures for optimal management of public finances in the DRC.
