“The transition of MONUSCO in the DRC: towards a responsible and secure withdrawal”

The transition of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) is the subject of much discussion and concern. DRC President Félix Tshisekedi recently met with Bintou Keita, Special Representative of the UN Secretary General in the DRC, to address this critical issue.

During their meeting, several topics were discussed, including the security situation in the east of the country, in particular the challenges related to the rebel group M23. The Greater North Kivu and Ituri regions were also discussed, as well as the future deployment of the East African Community (EAC) Regional Force and the Southern Africa (SADC).

A central point of discussions between Tshisekedi and Keita was planning for the withdrawal of MONUSCO. It was essential for both parties to agree on a strategy for a dignified departure from the UN peacekeeping mission in the DRC.

The latest report presented to the Security Council by UN Secretary-General Antonio Guterres highlights the fact that MONUSCO’s transition plan is still under discussion. Once finalized, this plan will serve as the basis for an accelerated but responsible transition of MONUSCO, while ensuring a gradual transfer of responsibilities to the Congolese state.

Guterres also stresses the importance of an effective deployment of Congolese security forces and institutions promoting the rule of law, in parallel with the withdrawal of MONUSCO. He insists on the crucial role of the international community in supporting the DRC during this transition period.

The exit of MONUSCO marks a significant step for the DRC, which will now be responsible for its own security and the management of its internal challenges. This requires strong political will, solid leadership and continued international support to accompany the DRC in this new stage of its development.
