Title: Fight against corruption: a necessary mobilization for a positive change in the management of public finances
Introduction :
In a context where transparency and good governance have become essential issues, the fight against corruption is an absolute priority. Recently, during a seminar organized by the General Inspectorate of Finance and the Agency for the Prevention and Fight against Corruption, public officials from Portfolio companies and public establishments were made aware of the importance of changing mentalities in the management of public finances. This initiative reflects a desire to implement ethical practices and promote responsible and efficient management of public resources.
Fundamental principles to fight against corruption:
During this seminar, public officials were trained in the fundamental principles of public finance management, with the aim of effectively combating corruption. Concepts such as strategic and operational planning, results-based management, sense of responsibility, patriotism and the code of conduct and ethics of public officials were discussed. The aim is to instil in public actors a new culture of management, based on integrity and transparency, in order to avoid practices that harm the productivity and efficiency of public establishments.
The establishment of ethics committees:
To guarantee the effective application of these principles, it has been proposed to set up ethics committees within each public institution and company in the Portfolio. These committees would deal with issues related to ethics, morality and corruption. They would serve as a thermometer, making it possible to evaluate and regulate internal practices. This proposal aims to create a culture of internal control and accountability, and to prevent corruption at all levels of public management.
The audit before taking office:
Another measure recommended during this seminar is the practice of an audit before new officers take up their duties. This approach would allow new managers to familiarize themselves with the real situation of the company and to take the appropriate measures to improve the management and use of resources. Although this practice is already implemented in some cases, it is important to emphasize that it should not be systematic. It must be used judiciously, for agents who consider it necessary to assess the environment in which they operate.
A commitment to positive change:
At the end of this seminar, the Inspector General of Finance expressed his satisfaction with the initiative of the Innovation and Change of Mentalities Unit to organize this training session.. He also stressed the importance of everyone’s participation in the fight against anti-values and corruption, and expressed his confidence in a generation that will bring the long-awaited change in the country. The participants were encouraged in the exercise of their mandate, in order to contribute to the improvement of public finances and the economic prosperity of the country.
