Seminar on public finance management and the fight against corruption in public enterprises and public establishments
From August 16 to 17, the General Inspectorate of Finance (IGF), the Agency for the Prevention and Fight against Corruption (APLC) as well as the Innovation and Change of Mentalities Unit (CICM) organized a seminar aimed at to raise awareness among officers of companies in the Portfolio and public establishments on the importance of changing mentalities in the management of public finances.
This seminar aimed to highlight the fundamental principles of public finance management in order to actively fight against corruption. Participants were trained on strategic and operational planning for results-based management, as well as the importance of accountability, patriotism and ethics in the field of public service.
The Coordinator of the Committee responsible for changing mentalities, Jacques Kangudia, stressed the importance of setting up ethics committees within each public company and public establishment. These committees will serve as a focal point to address issues related to ethics, morality and corruption. The goal is to put an end to harmful practices that hamper the productivity and effectiveness of public institutions.
In addition, the participants proposed the implementation of an audit prior to the taking up of duty by new officers. This practice would make it possible to have a better understanding of the real situation of the company and to facilitate the adaptation of new arrivals.
The finance inspector and head of brigade in charge of public enterprises and public establishments, Gabriel Kabananga, stressed that this practice had already yielded positive results. However, he noted that it should not be systematic and should be used in a relevant way.
At the end of the two-day seminar, the Inspector General of Finance, representing the IGF, expressed his satisfaction with the initiative of the CICM to organize this session for the representatives of public companies. He also praised everyone’s participation and underlined that the fight against anti-values, corruption and embezzlement of public funds will help generate a new generation that will bring real change to the country. Participants were awarded certificates in recognition of their commitment and were encouraged to help improve the country’s budget.
This seminar is an important step in the fight against corruption and the promotion of transparent and responsible management of public finances in public companies and public establishments.. It is essential to continue to sensitize and train the actors involved in order to guarantee sustainable and ethical economic development in the country
