“How promoting local governance can help end political crises in the DRC”

The news in the Democratic Republic of Congo revolves around the issue of promoting local governance. An international symposium was held at the University of Lubumbashi, in Haut-Katanga. The question of the constitution, central power, political actors and subjective causes were discussed during the meeting. The Minister of Industry and former governor of North Kivu, Julien Paluku Kahongya, recommended an adaptation of the constitution to the realities on the ground for a good implementation of decentralization which augurs the emergence of the DRC.

The theme of the symposium was: “A look at the recurrent political crises in the provinces from 2006 to the present day, analysis and perspectives”. For two days, professors from the provinces of the DRC formulated proposals for the proper implementation of political and administrative governance at the local level. These resolutions will be presented to the President of the Republic, to the speakers of two chambers of Parliament as well as to the Prime Minister.

This meeting fills a void according to André Mbata Mangu, first vice-president of the National Assembly. He insisted on the quality of the provincial elected officials which leads to the lack of edict proposals. Eminent professors have therefore formulated proposals that can improve political and administrative governance at the local level.

It is important to note the urgency of the establishment of such governance to guarantee the stability of the country and to fight against the recurrent political crises that have persisted in the provinces since 2006. The implementation of decentralization could therefore offer a alternative to alleviate these political crises
