The development of the Local Development Program (PLD) has raised serious concerns within the General Inspectorate of Finance (IGF) in the Democratic Republic of Congo (DRC). This program, launched by President Félix-Antoine Tshisekedi Tshilombo, aims to promote the development of the country from decentralized territorial entities.
This concern led a delegation made up of Victor Butubenga Pandamadi, Inspector General of Finance and Deputy Head of Service, and Rita Mandamuna, Inspector General of Finance and Brigade Head in charge of the provinces, to visit several territories and villages in the province. of Kasai Oriental.
During their visit, the delegation was able to observe the state of progress of the works in more than 8 sites. Unfortunately, the finding in some areas has been disappointing. For example, in the territory of Tshilenge, the administrative building under construction was vandalized by the population due to the use of fired bricks instead of cement bricks. In addition, the delegation also observed the advanced state of disrepair of National Road No. 1 at the entrance to Lomami province, which slowed their progress.
Despite these obstacles, Victor Butubenga remains optimistic about the completion of the work and the positive impact it will have on the country’s development. He also points out that the IGF has inspectors equipped with instruments to check the quality of works under construction.
Overall, the work is progressing, although some constraints persist, such as the increase in the price of building materials. However, the Deputy Administrator of Katanda Territory welcomes President Tshisekedi’s initiatives aimed at improving children’s study conditions and the quality of health care.
This visit to the various sites of Kasai Oriental will enable the IGF to closely monitor the execution of the Local Development Program and to propose corrective measures if necessary. It remains essential that infrastructure be of good quality to ensure sustainable development and improve the lives of local populations.
