The evolution of the Local Development Program in 145 territories of the Democratic Republic of Congo is a source of great concern on the part of the General Inspectorate of Finance. This project, initiated by President Felix-Antoine Tshisekedi Tshilombo, aims to promote development from decentralized territorial entities.
It is in this context that the General Inspectorate of Finance dispatched a delegation composed of Victor Butubenga Pandamadi, Inspector General of Finance and Deputy Head of Service, and Rita Mandamuna, Inspector General of Finance and Head of Brigade in charge of the provinces. , to assess the progress of work in several territories and villages in the province of Kasaï-Oriental.
During their visit, the delegation noted with disappointment the destruction of an administrative building in baked bricks in the territory of Tshilenge, while cement blocks were planned. Despite this incident, Victor Batubenga remains optimistic about the end of the works and stresses the importance of their compliance with construction standards.
The delegation also noted the advanced state of disrepair of National Road No. 1 in Katanda territory, as well as the progress of works in other villages such as Bibanga and Manda.
This evaluation aims to ensure that the funds allocated to this development program are used responsibly and that the structures built meet the needs of the populations. With this in mind, the General Inspectorate of Finance has building inspector engineers equipped to assess the quality of constructions.
The objective of this program is to guarantee decent living conditions for the inhabitants of the territories concerned, in particular by offering quality educational and health infrastructures. President Felix-Antoine Tshisekedi wants children to be able to study in good schools and have access to quality health care.
Despite the challenges encountered, in particular constraints related to the supply of building materials, work is progressing in the various territories visited. The IGF delegation made recommendations to improve students’ study conditions and ensure the proper use of building materials.
At the end of their day’s visit, the delegation crossed the Lubilanji River on board a ferry, thus marking the end of this assessment mission.
