The evolution of the Local Development Program of 145 territories of the Democratic Republic of Congo raises great concern on the part of the General Inspectorate of Finance. This flagship project of President Félix-Antoine Tshisekedi Tshilombo aims to promote development from decentralized territorial entities.
In order to closely monitor the progress of the work, an IGF delegation recently visited several territories in the province of Kasaï-Oriental. Over a distance of more than 70 kilometers from the city of Mbuji-Mayi, the delegation was able to observe the progress of the works in more than 8 sites as well as the realities on the ground.
However, some findings were disappointing, such as in the territory of Tshilenge where the inhabitants violently destroyed an administrative building in baked bricks, while cement blocks were planned. Despite these obstacles, Victor Batubenga, Deputy Head of Service of the IGF, is optimistic about the end of the works and their impact on development. However, he stresses the need to verify the quantity of materials used in order to prevent possible fraud.
Site inspection continues unabated, and the IGF has well-equipped building engineer inspectors to assess the quality of the works under construction. Work is progressing despite certain constraints, such as the rise in the price of supplies, particularly cement, in certain areas.
The objective of the Local Development Program is to improve the living conditions of local populations by providing them with good schools, health centers and decent working conditions for territorial officials. The Head of State wants the children to be able to study in good conditions and benefit from quality health care.
During this day’s visit, the delegation was also able to see the realities in villages like Bibanga and Manda, where work is progressing despite the problems with the supply of materials. Recommendations have been made in order to improve the study conditions of the pupils and to guarantee an early school year in good conditions.
Crossing the Lubilanji River using a ferry, the delegation completed its inspection mission, with the hope that the progress of the work will contribute to real development in the territories concerned.
This visit of the IGF testifies to the commitment of the Congolese government to carry out the Local Development Program and to ensure the rigorous monitoring of the execution of the works. The development of the territories represents a major challenge for improving the living conditions of the populations and contributing to the growth and progress of the Democratic Republic of the Congo
