The evolution of the local development program of the 145 territories (PDL-145T) arouses the interest of the General Inspectorate of Finance (IGF) in the Democratic Republic of Congo. As part of its development project monitoring and follow-up mission, the IGF sent a delegation made up of Victor Butubenga Pandamadi, Inspector General of Finance, Deputy Head of Service, and Rita Mandamuna, Inspector General of Finance, Head brigade in charge of the provinces, to assess the progress of work in several territories of the country.
The delegation traveled to the province of Kasai-Oriental to see firsthand the progress made at several sites. However, the finding was not satisfactory in some places. In the territory of Tshilenge, for example, the inhabitants destroyed the work under construction as a sign of dissatisfaction, because they considered that the materials used were not of good quality. In addition, the delegation was able to observe the dilapidated state of National Road No. 1 in Katanda territory, which constitutes an obstacle to development.
Despite these difficulties, the IGF delegation was able to gather information on the progress of the work. Victor Batubenga stresses the importance of this program for the development of the territories, particularly with regard to the improvement of education and health conditions. He insists on the need for local managers to work in good conditions in order to meet the expectations of the President of the Republic, Felix-Antoine Tshisekedi.
However, challenges persist, particularly with regard to the proper use of construction materials. Victor Batubenga warns against the risk for the Public Treasury of not using the necessary quantity of materials, which could compromise the quality of the infrastructures. To remedy this, the IGF has building inspector engineers equipped with measuring instruments to check the conformity of the works.
Despite these obstacles, work is progressing in some places. The Deputy Territorial Administrator of Katanda notes that, despite the constraints related to the supply of construction materials, work is progressing. He welcomes the initiatives of the President of the Republic aimed at improving the conditions of education and health for children.
The IGF delegation was also able to observe the needs of schools and propose solutions so that students can study in good conditions from the start of the next school year.
In conclusion, the evolution of the local development program of the 145 territories in the DRC is an important issue for the country. Despite the challenges encountered, the IGF is committed to monitoring the execution of the program in order to achieve the development objectives
