Handover to the National Monitoring Mechanism of the Addis Ababa Framework Agreement: Claude Ibalanky Ekolomba, outgoing coordinator gives way to Alphonse Ntumba Luaba, incoming coordinator. During this transition, there are many questions about the results of Claude Ibalanky at the head of this specialized structure of the Presidency of the Republic. Indeed, the latter had also assumed the functions of High Representative of the Head of State to the Regional Monitoring Mechanism. Since May 23, Claude Ibalanky has held the position of roving ambassador to the Head of State, a position whose appreciation in public opinion is controversial.
On the side of the initiators refractory to exposure to the bench in this pre-election context, it seems that the critical publications of Claude Ibalanky on his Twitter account do not deceive anyone. Moreover, in the corridors of the Presidency of the Republic, the option of involving the General Inspectorate of Finance (IGF) to audit the financial management of this structure is mentioned. It is therefore a question of testing the exemplary nature of Claude Ibalanky, who in a tweet of Wednesday May 31, had expressed his wish to see the creation of a just society and had shown himself to be courageous in the fight against the evils of the society.
The promotion of the IGF audit within the National Monitoring Mechanism of the Addis Ababa Framework Agreement, an indicator of good governance, could enable Alphonse Ntumba Luaba, the new coordinator, to clean up this structure. In reality, this structure has become a shadow of itself and the persistence of insecurity in the province of Kwango, bordering Kinshasa, the capital of the DRC, is a matter of concern to be addressed urgently.
