Expenditure by the government of the Democratic Republic of Congo (DRC) in 2023 continues to generate a lot of ink. According to data from the Central Bank of Congo, these expenditures amounted to 1,998.6 billion Congolese Francs (CDF), or more than $988.9 million at the average budget rate of 2021 CDF against one US dollar. Despite an execution rate of 81.6% compared to the monthly forecasts, certain categories of expenditure raise questions.
Current expenditure executed represents 52.2% of their monthly programming, reaching an amount of 747.3 billion Congolese Francs (CDF). These figures raise questions about the allocation of these funds and their real impact on the daily lives of citizens.
On the other hand, capital expenditure exceeded its monthly schedule by 29.1%, thus reaching 447.2 billion Congolese Francs (CDF). This increase also raises questions about the transparency and efficiency of the use of these funds.
With regard to revenue, the tax base services of the DRC mobilized an amount of 1,347.3 billion Congolese Francs (CDF), which is equivalent to a mobilization rate of 56.8%. These figures underline the importance of mobilizing internal resources to support the country’s economy.
However, despite these mobilization efforts, the balance of the State remains in deficit of 1,262.1 billion Congolese Francs (CDF) compared to the programmed deficit of 238.7 billion Congolese Francs. This raises concerns about the country’s financial situation and its ability to manage spending in a balanced way.
In conclusion, DRC government spending in 2023 has reached significant levels, but questions persist about the transparency and efficiency of the allocation of these funds. It is essential that measures be taken to ensure responsible and optimal management of public resources, in order to promote the economic and social development of the country
