Human rights violations in the Democratic Republic of the Congo: a cry of alarm against the impunity of the security forces

The Congolese Association for Access to Justice (ACAJ) strongly condemned the behavior of certain elements of the security services in the Democratic Republic of Congo (DRC). Indeed, the latter unscrupulously broadcast obscene videos in social networks, thus undermining the dignity of citizens and violating their right to privacy.

Faced with this worrying situation, the ACAJ seized the General Prosecutor at the Court of Cassation so that a credible investigation could be opened on these repetitive cases of attacks on the life of the defendants. The latest incident concerns Mr. Biselele Bifort, former private adviser to the Congolese Head of State.

In a letter addressed to the Attorney General, Mr. Georges Kapiamba, President of the ACAJ, expresses his deep concern about the impunity enjoyed by these agents of the Congolese National Police (PNC) and the National Intelligence Agency (ANR) . He points out that these security forces deliberately and with impunity violate Ordinance No. 23/010 of March 13, 2023 on the Digital Code, which provides for penalties for such offenses.

Faced with these accusations, the ACAJ recommends to the General Prosecutor to entrust the investigation to neutral and impartial bodies, in order to guarantee the transparency and objectivity of the investigations. It is indeed essential that the security forces are accountable for their actions and that their duty to protect citizens and their property is respected, including with regard to unconnected private images.

Maître Georges Kapiamba also calls on the Attorney General to take measures to discourage these excesses and excesses of power, which tarnish the commitment of the President of the Republic in matters of moralization, humanization and professionalization of the security services.

It is essential that impunity is not tolerated and that exemplary sanctions are taken against the agents responsible for these human rights violations. Only firm and transparent action will restore citizens’ confidence in the DRC’s security forces.

It is time for the DRC to put an end to these unacceptable practices and guarantee respect for the fundamental rights of its citizens. The fight against impunity and for the protection of human rights must be an absolute priority for the country.

The situation in the DRC is worrying and requires sustained attention both nationally and internationally. Human rights violations must stop and concrete measures must be taken to guarantee justice and respect for fundamental freedoms in the country.

ACAJ will continue to play a crucial role in the defense of human rights in the DRC and to fight against the impunity of the security forces. Let’s hope that his efforts will bear fruit and that concrete actions will be taken to put an end to these disturbing violations of human rights in the Democratic Republic of Congo
