The Government of the Republic has adopted the bill having as its object the distribution of seats by electoral constituency for the legislative, provincial, municipal and local elections. This law is a response to the 2023-2024 electoral calendar, the main operations of which include the constitution of the electoral register, the operation of receiving and processing applications for direct ballots, the organization of direct and indirect ballots, the election of governors as well as that of senators.
Presented by the Deputy Prime Minister, Minister of the Interior, Security and Customary Affairs Peter Kazadi during the meeting of the Council of Ministers held specially on Thursday May 25, 2023 at the government building in Kinshasa, the bill was drawn up by the Independent National Electoral Commission (CENI) to distribute the seats according to the results of the revision of the electoral register. This review concerned the operational areas where the identification and pre-registration of voters took place.
“For the territories located in the operational areas hit by insecurity following armed violence, for lack of having carried out the identification and registration of voters in these parts of the national territory, the CENI renewed the seats as than set out in Law No. 18/05 of May 8, 2018 relating to the same matter” specifies the minutes of the meeting read by the Minister of PTNTIC.
The government of the Republic, after the adoption of this text, will have to submit it to the National Assembly for its adoption. Then, the text will be sent to the Senate for a second reading, in accordance with the legislative procedure. The Independent National Electoral Commission awaits the adoption of the text between June 1 and 15, 2023, to continue the implementation of the other operations of the electoral calendar.
