Oversight of NGOs in the DRC: Ensuring compliance of humanitarian activities

The President of the Republic recently ordered a thorough check of non-governmental organizations (NGOs) operating in the Democratic Republic of Congo (DRC). This decision follows reports of possible security abuses within certain NGOs, thus raising concerns about their compliance with the laws and regulations in force in the country.

According to the report of the Council of Ministers of Friday July 21, the control of NGOs will focus in particular on the examination of the annual reports of the last five years, highlighting the evolution and performance of each organization from one year to another. In addition, it will also be a question of verifying the sources of funding of NGOs and ensuring that there are no abnormal connections, as well as monitoring any involvement of expatriate personnel with a military or paramilitary background.

It is essential to emphasize that this approach aims to guarantee the transparency and integrity of humanitarian activities in the DRC. Indeed, it is unacceptable to allow NGOs, posing as humanitarian organizations, to engage in subversive actions or contribute to destabilizing the national territory.

In order to carry out this mission, an inter-ministerial commission composed of the Ministers of the Interior, Foreign Affairs, Justice and Keeper of the Seals, as well as Planning, will work together to produce a global report on the compliance of NGOs and their activities in the DRC.

This thorough monitoring demonstrates the DRC government’s commitment to ensuring that humanitarian activities are carried out in accordance with national laws and interests. It will also make it possible to identify and sanction any abuses, while strengthening trust between the government and the humanitarian organizations operating in the country.
