Dialogue and stability: CASE’s appeal to Félix Tshisekedi
In a July 14, 2023 statement, the African Commission for Election Monitoring (CASE) reiterated its call for political dialogue in the Democratic Republic of Congo. CASE deplores the continued insecurity in the country, which seems to be used as a means of repressing the people and political opponents. Clearly identified individuals make provocative statements and openly threaten anyone who does not share their views. This climate of intimidation and violence is unacceptable, according to the president of CASE, Simaro Ngongo.
CASE also underlines the particular relentlessness of which the opponent Moïse Katumbi is the victim. These restrictive measures, along with the assassination of his party’s spokesperson, the imprisonment of his special adviser and the detention of his communicators, appear to be part of a plan to isolate the presidential candidate from the electoral process. CASE strongly condemns these acts and calls on the government to take action to ensure the safety and integrity of all political actors.
In addition to these concerns, CASE also highlights the attacks on Catholic prelates in the DRC. Legal actions have been brought against influential figures in the Catholic Church, with the apparent aim of hindering their role in society. These attacks are seen as an attempt to restrict the voice of the Church and undermine its role as mediator and defender of citizens’ rights. CASE condemns these actions and calls for the protection of fundamental freedoms and freedom of religion.
In this context, CASE once again invites the President of the Republic, Félix Tshisekedi, to convene a national dialogue to stabilize the democratic process in the DRC. The objective of this dialogue would be to assess the political and security situation, to reassess electoral governance, to promote national reconciliation and to prepare a peaceful transition with a view to the organization of inclusive and credible elections.
It is imperative that the government take immediate steps to guarantee the security of all political and social actors, and to create an environment conducive to open and constructive dialogue. Political stability and the participation of all actors are essential to ensure a peaceful and prosperous future for the Congolese people.
CASE remains committed to overseeing and supporting the electoral process in the DRC, to ensure free, transparent and fair elections. It calls on all actors to show responsibility and good will to overcome the current challenges and achieve a lasting solution for the country.
