Aviation companies and outsourcing in the private sector: an essential regulatory control
In an effort to strengthen the regulation of subcontracting in the private sector, the Subcontracting Regulatory Authority (ARSP) recently initiated discussions with the Civil Aviation Authority (AAC). The Director General of the ARSP, Miguel Kashal Katemb, met the Director General of the AAC, Jean Ntshiumba Mpunga, in order to clarify the control conditions that the ARSP will put in place within the aviation companies.
This regulatory control aims to ensure that the companies comply with the subcontracting standards established by law. This is an essential measure to ensure transparency and compliance of operations within the aviation sector.
During this meeting, misunderstandings were dispelled between the two entities. Some aviation actors had expressed opposition to this control by the ARSP, but Jean Ntshiumba Mpunga quickly denied them. He stressed the importance of respecting regulatory controls, recalling that the country seeks to create a middle class and that this requires rigor in the quality of the services offered.
Miguel Kashal Katemb, for his part, recalled that the control of subcontracting concerns all sectors of the national economy, including the aviation sector. He underlined the importance of verifying that subcontractors comply with the law and regulations in force.
This control is already underway in several companies in the Democratic Republic of Congo. The ARSP recently launched its activities in the province of North Kivu and plans to extend its actions to other provinces of the country.
It is essential to ensure effective control of subcontracting in the aviation sector in order to preserve the safety and quality of the services offered to passengers. This collaboration between the ARSP and the AAC reflects the commitment of the Congolese authorities to ensure compliance with regulations and to ensure the harmonious development of the civil aviation sector.
In conclusion, the regulation of subcontracting in the private sector, particularly in the field of aviation, is a major issue in order to guarantee the transparency and compliance of operations. The ARSP’s control aims to ensure compliance with standards and to contribute to the development of a quality civil aviation sector in the Democratic Republic of Congo. This collaboration between ARSP and AAC is a positive step that will promote the growth and safety of the Congolese airline industry.
