Fighting juvenile delinquency and urban insecurity in Kinshasa: government measures to eradicate this scourge
In a context marked by an upsurge in juvenile delinquency and urban insecurity in Kinshasa, the Congolese government is mobilizing to put an end to this scourge. During the 103rd meeting of the Council of Ministers, Prime Minister Jean-Michel Sama Lukonde reaffirmed his government’s desire to eradicate these problems which impact the security and tranquility of citizens.
According to the VPM, Minister of the Interior, Security and Customary Affairs, Peter Kazadi, concrete measures have already been taken to combat this phenomenon. At first, the authorities decided to act discreetly in order to surprise the criminals without raising the alarm. Closure operations were thus organized in several districts of the city-province of Kinshasa, allowing arrests to be made and weapons and vehicles used by the offenders to be seized.
In the coming days, the government also plans to announce new practical measures to strengthen security. Among these, the identification of the drivers of each vehicle by displaying their photo on the vehicle, in order to better control and identify the drivers if necessary. These measures aim to deter acts of crime and to facilitate investigations in the event of offences.
In parallel with this repressive action, the government is implementing an awareness and prevention strategy to fight against the Kuluna phenomenon, these young people who engage in acts of violence and delinquency. Associations are mobilized to raise awareness among these young people and encourage them to change their behavior. However, for the recalcitrants who persist in their reprehensible acts, firmer measures will be taken.
It should be noted that the current situation in Kinshasa is particularly worrying, especially with the approach of the general elections and the Games of La Francophonie. Faced with this situation, the Congolese government affirms its determination to guarantee the safety of citizens and to enforce public order. Security operations have already been carried out, allowing the arrest of several people suspected of being involved in acts of delinquency.
In conclusion, the fight against juvenile delinquency and urban insecurity in Kinshasa is a priority for the Congolese government. Repressive and preventive measures are put in place to put an end to this scourge which impacts the daily lives of citizens. It is essential to educate young people and offer them positive alternatives to keep them away from delinquency
