
In this article, we discuss the decision of the Congolese President, Félix Tshisekedi, not to physically settle in Goma despite his promise during the electoral campaign. He explains that he can now follow the security situation in the east of the country in real time thanks to technology from his headquarters in Kinshasa. This decision elicits mixed reactions, with some welcoming the use of new technologies while others question this broken promise. Tshisekedi says he can effectively coordinate operations from Kinshasa as Supreme Commander of the Armed Forces, and remains determined to bring peace to the region. The question of the balance between physical presence in the field and strategic use of digital tools arises here. It is therefore essential to find effective ways to guarantee the safety and well-being of the population by judiciously using the technological resources available.
