The National Council for Universal Coverage (CNCU) in the Democratic Republic of Congo is analyzed and proposals for optimal health coverage are made. Currently, the CNCU is experiencing technical difficulties and does not guarantee free health care. To improve the situation, the creation of an autonomous “Health Fund”, based on the bases of the existing social security funds, is proposed. About thirty thousand displaced people live in precarious conditions in Rutshuru territory, Democratic Republic of Congo, due to clashes between M23 rebels and Wazalendo fighters. These displaced people do not have access to food, drinking water and health care. The NGO Action d’integration sociale is making an urgent appeal to the Congolese government and humanitarian organizations to provide emergency assistance to these vulnerable people, including children and schoolchildren. It is also crucial to end the fighting and ensure the safety of civilians in the North Kivu region.
