“Reform of the Congolese Diplomatic Academy based on the ENA model: Strengthening Congolese diplomacy to defend national interests on the international stage”

The reform of the Congolese Diplomatic Academy (ADC) on the model of the National School of Administration (ENA) was recommended by the President of the Republic Félix Tshisekedi. During the Council of Ministers meeting, he stressed the importance of strengthening the country’s diplomatic machine and training the Congolese diplomats of the future.

In his approach, Félix Tshisekedi proposed the creation of an “elite” section within the ADC, accessible only by competitive examination and reserved for young graduates aged under 32. This section aims to train highly specialized officers in the areas of international relations, diplomacy and specific political issues.

The reform also provides for four-month practical internships within diplomatic representations, as well as a final assignment to diplomatic posts linked to the specialization of each graduate. This approach will allow future Congolese diplomats to benefit from concrete experience in the field and learn from ambassadors, heads of state and seasoned diplomats.

To implement this reform, the President recommended collaboration between different ministries, in particular the Ministry of Foreign Affairs and Francophonie, the Ministry of the Civil Service and the Ministry of the Budget. This interministerial approach will guarantee effective implementation and adequate monitoring of the ADC reform.

The ADC, created in 2006, has the mission of strengthening the capacities of agents and civil servants of the Ministry of Foreign Affairs as well as those of other ministries involved in the external relations of the DRC. It also plays a liaison role with other diplomatic academies and national and international institutions in terms of training, research and exchanges.

By reforming the ADC based on the ENA model, the Democratic Republic of Congo aims to improve the training of its future diplomats and strengthen its influence on the international scene. This initiative demonstrates the country’s desire to play a more active role in international affairs and defend its interests around the world.
