“Training of members of polling and counting stations in the DRC: a crucial step towards transparent and credible elections in December 2023”

Training of members of polling and counting stations in the DRC in preparation for the December 2023 elections

The Independent National Electoral Commission (CENI) of the Democratic Republic of Congo (DRC) is more engaged than ever in preparing for the elections scheduled for December 20, 2023. As part of this essential preparation, the CENI has launched level 2 of the training cascade for members of polling and counting stations (MBVD) as well as members of local results compilation centers (MCLCR). This training, lasting 10 days, takes place in the 26 provinces of the country and aims to ensure that participants master all the procedures necessary to carry out voting, counting and tabulation operations.

The particularity of this level 2 training lies in its practical approach. Indeed, the emphasis is placed on putting electoral procedures and tools into practice such as the electronic voting device (DEV). Participants will have the opportunity to practice filling out the different forms, manipulating the DEV and compiling the electoral results. Simulation exercises will also be on the program to ensure optimal understanding of the electoral processes.

According to Paul Muhindo, deputy rapporteur of the CENI, this training marks significant progress towards the holding of elections within the constitutional deadline. He particularly highlights the efforts made in logistics, with the acquisition of 28 boats and the delivery of equipment to the various branches of the country. These concrete actions demonstrate the commitment and careful preparation of the CENI so that the elections take place in the best conditions.

In parallel with this training, other key stages are underway, such as the publication of provisional lists of candidates for the presidency of the Republic and accreditation operations for witnesses, observers and journalists.

Holding elections in the DRC is a major issue for the country and its citizens. These training courses make it possible to train key players in the electoral process and thus guarantee credible, transparent elections that comply with democratic standards.

It is encouraging to see the CENI working with determination to carry out this complex task. The organization of these elections will mark an important stage in the political history of the DRC and will be essential for the consolidation of democracy in the country.
