Title: Agriculture and rural development: crucial issues in the 2024 Finance Bill in the DRC

Introduction :
The 2024 Finance Bill in the Democratic Republic of Congo is sparking numerous discussions and analyzes on the part of Civil Society. Among the important points discussed during a meeting with the Economic and Financial Commission of the National Assembly, agriculture and rural development occupy a central place. In this article, we will examine Civil Society recommendations regarding these vital sectors and highlight their importance in achieving the goals of poverty reduction, food security and job creation.

The crucial role of agriculture in economic and social development:
Agriculture is a key pillar of the Congolese economy, with more than 70% of the population residing in rural areas. It plays a crucial role in poverty reduction, food security and the creation of sustainable jobs. The National Agricultural Investment Program (PNIA) 2014-2020 was put in place to stimulate growth in the agricultural sector and achieve annual growth of more than 6%. However, Civil Society is concerned about the allocation of investment credits in the 2024 Finance Bill.

Recommendations for effective use of funds:
Civil Society underlines the importance of allocating investment credits of approximately $860 million to the agricultural sector, in accordance with the objectives of the PNIA. However, she cautions against these funds being absorbed by operating costs and bureaucracy. It is essential to ensure that these resources are used effectively and efficiently to maximize their impact. In addition, project execution needs to be improved, as the low execution rate observed in the past hinders the achievement of set objectives.

Rehabilitation of infrastructure:
In addition to agriculture, road rehabilitation is another key point to promote mobility and security of populations. Civil Society strongly encourages the rehabilitation of strategic road sections, particularly those linking the provinces of Bukavu, Goma and Kisangani, as well as the provinces of Sankuru, Kasaï Oriental and Maniema. These roads play a crucial role in connectivity between provinces and contribute to the socio-economic development of the country.

Conclusion :
Agriculture and rural development are major issues in the 2024 Finance Bill in the DRC. To achieve the goals of poverty reduction, food security and sustainable job creation, it is crucial to allocate sufficient funds to the agricultural sector and ensure efficient use of these resources. In addition, the rehabilitation of roads will promote connectivity between provinces and stimulate the socio-economic development of the country. Civil Society will continue to take part in discussions and present its recommendations to ensure better allocation of resources and sustainable development in the Democratic Republic of Congo.
