Secrets of mining corruption in the Democratic Republic of Congo revealed

Previous investigations have revealed suspicious practices by Glencore in Congo, leading to considerable losses for the country. Despite this, the Congolese government chose to ignore a real investigation and reach an amicable agreement.
The opacity surrounding the destination of this $180 million is also worrying. The Congolese authorities mentioned the remuneration of advisors, experts and lawyers, but without giving details on the amounts and legal bases of these payments. It is essential to clarify how these sums will be used and to ensure that they do not benefit corrupt actors.
Another disturbing dimension of this affair is the interference of the Agency for the Prevention and Fight against Corruption (APLC). A private company is now demanding $36 million of the $180 million paid by Glencore, citing a mandate given by the APLC. However, this agency does not have the authority to negotiate such a contract on behalf of the Congolese government, calling into question the legality of this approach.
Furthermore, no sanctions have been taken so far against the APLC coordinator, despite the questions raised by his involvement in this affair. This raises doubts about possible collusion between government officials and the APLC.
Faced with these troubling elements, it is necessary for the executive and parliamentary authorities of the DRC to take measures to guarantee transparency and accountability in the management of the country’s mineral resources. A thorough investigation should be carried out to elucidate Glencore’s suspicious practices and how the compensation funds will be used. In addition, disciplinary measures must be taken against the APLC officials involved in this matter.
