“Interpellation of MP Éric Ngalula: the consequences of the ministerial decree on workers in the mining sector in the DRC”

The questioning of MP Éric Ngalula against the Minister of Mines Antoinette N’Samba, concerning her ministerial decree n°00049/CABMIN/ MINES/01/2022 of February 22, 2022 on the regulation of mineral substances supervised by the CEEC , attracts attention. This approach aims to obtain clarification on the consequences of this decree, in particular on the precarious situation of employees of the Société Ahnui Congo d’Investissement Minier (SACIM). The MP deplores the inability of this company to honor its financial obligations, in particular the payment of workers’ salaries.

In this new initiative, Éric Ngalula wishes to obtain explanations from the minister on several crucial points. In particular, he questions the relevance of the establishment of a substances exchange, which would have led to the development of a restrictive text for the Congolese economy. He also questions the reasons why the Democratic Republic of Congo limits the purchase of SACIM production to only five Congolese operators. These questions highlight the MP’s concerns about the repercussions of this order on the economy and on workers in the mining sector.

If the minister fails to convince Éric Ngalula during this questioning, the MP could consider other means of control, such as filing a Motion of no confidence against the minister. This perspective demonstrates the importance given by the MP to transparency and accountability in mining governance.

This questioning highlights the challenges facing the Congolese mining sector, both economically and socially. It also underlines the importance of the role of deputies in monitoring government action and in finding solutions to improve the working conditions of employees in the sector.
