Analysis of the issues:
1. Satisfaction of the needs of the primary ruler:
The Prime Minister underlines the importance of optimally satisfying the needs of the primary sovereign, that is to say the Congolese population. The Joint Commission must therefore take this vision into account and work in the interest of the people by proposing coherent and feasible solutions.

2. Consensus, dialogue and national cohesion:
The Government highlights the participatory option and dialogue to make decisions that will be better executed. The Joint Commission offers a platform for exchange between trade unionists and the government side to discuss demands and find compromises while respecting the budgetary framework.

3. Tenure and promotion:
The question of tenure and promotion of public administration agents is a crucial point addressed by the Commission. The Prime Minister gives instructions to finalize the process of the second wave of tenure and accelerate the procedures. He also announces that the first wave of the rank-up is already finalized and waiting to be released.

Conclusion :
The Joint Commission on the Evaluation of the Memorandum of Understanding in Public Administration represents an opportunity for trade unionists and the government to discuss progress and challenges in public administration. By promoting consensus and dialogue, this commission makes it possible to develop solutions that meet the needs of the primary sovereign while respecting budgetary constraints. The tenure and promotion of agents will also be examined, showing the importance given to the promotion and development of careers in the Congolese public administration.
