Results of the control of companies in Kinshasa by the ARSP in 2023

For the sake of transparency and compliance with the laws in force, the Regulatory Authority for Subcontracting in the Private Sector (ARSP) recently carried out an in-depth inspection of the main companies in the city of Kinshasa. After several months of investigation, the report of this first stage has finally been published.

The Director General of the ARSP, Miguel Kashal Katemb, is preparing to present the results of this control during an intervention on the Congolese National Radio Television (RTNC 1) this Monday, August 28, 2023. This communication will highlight the salient facts that marked this control in all sectors of the national economy.

According to information provided by the communication service of the ARSP, this intervention will also make it possible to announce the continuation of the control in the other provinces of the country. Judicial police officers from the ARSP will be deployed in the coming days to verify compliance with legal provisions and look for possible violations in terms of subcontracting.

Control will begin in the mining provinces of Grand Katanga before continuing in the other provinces. The objective of these investigations is to ensure compliance with the Law on subcontracting as well as the implementing measures, with the aim of concretizing the vision of President Félix-Antoine Tshisekedi Tshilombo, which aims to promote the emergence of a real middle class in the country.

This initiative aims to ensure better regulation of the subcontracting sector, increase transparency and protect the rights of both subcontractors and workers. Indeed, subcontracting can play an essential role in the economic development of the country, provided that it is framed in an adequate manner and respects the standards in force.

The publication of this report marks an important step in the process of monitoring companies in Kinshasa, but it is only a first step. The work of the ARSP does not stop there, with the continuation of investigations in the other provinces of the country, the objective being to guarantee a healthy and fair environment for all stakeholders in subcontracting.

It is essential that the Congolese authorities continue to put in place rigorous control and enforcement measures, in order to ensure that companies respect the rules on subcontracting and thus contribute to the sustainable economic growth of the country.

The publication of this report is a strong signal sent to actors in the subcontracting sector in the DRC. It is an invitation to comply with the laws in force and to work in a responsible and ethical manner for the well-being of all..

The ARSP remains mobilized to enforce regulations on subcontracting and to ensure that companies operating in the Democratic Republic of Congo act in accordance with workers’ rights and ethical principles.
