Title: The Local Development Program for 145 territories (PDL-145T) in the DRC: reinforced monitoring by the General Inspectorate of Finance (IGF)

Introduction

As part of the Local Development Program for 145 territories (PDL-145T) in the Democratic Republic of Congo (DRC), a team of inspectors from the General Inspectorate of Finance (IGF) was dispatched to Kisangani, capital of the province of Tshopo. This initiative aims to ensure the proper execution of the work entrusted to the United Nations Development Program (UNDP) as part of this ambitious program.

Essential monitoring to ensure the success of the PDL-145T

Following a joint request from the Minister of State, Minister of Planning, Judith Suminwa, and the Inspector General of Finance-head of service, Jules Alingete, the IGF decided to send a team of inspectors to Kisangani to track the execution of the PDL-145T. This decision bears witness to the importance attached by the Congolese authorities to the success of this local development programme.

A high cost requiring increased vigilance

The total cost of the PDL-145T work, entrusted to the UNDP, is estimated at 610,690,541 dollars out of an overall budget of 1.660 billion dollars. To date, $643,556,211 has been released, representing an increase of $32,865,670 due to cost variation for the first phase of the project. This situation highlights the need for rigorous monitoring to ensure that funds are used effectively and transparently.

Encouraging progress despite the challenges

Despite the challenges encountered, many projects are underway in the provinces affected by the PDL-145T, including Tshopo. Around 40% of the 764 planned infrastructures have already been launched, including health centers, primary schools and administrative buildings. According to the UNDP resident representative in the DRC, Damien Mama, the first receptions of the infrastructure are planned from August. This testifies to the encouraging progress in the implementation of the programme.

Conclusion

The monitoring carried out by the General Inspectorate of Finance (IGF) within the framework of the Local Development Program for 145 territories (PDL-145T) in the DRC is essential to guarantee the proper execution of the work entrusted to UNDP. Despite the challenges and high costs, the program is moving forward and the first receptions of infrastructure are planned in the coming months. The success of this local development project is crucial to improve the living conditions of the Congolese populations and stimulate the economic development of the country.
