The president of the Kinshasa Provincial Assembly faces a motion of no confidence from his colleagues. A provincial deputy of the Mouvement de liberation du Congo (MLC) accuses Godé Mpoyi Kadima of defamation and abuse of power in the exercise of his functions. The motion for a resolution on the forfeiture of the President of the Kinshasa Provincial Assembly is signed by several provincial elected officials.
The motion alludes to a telephone message in which President Godé Mpoyi accuses provincial elected officials of being liable to corruption with crumbs, from the Kinshasa provincial executive. According to the provincial deputy Mbonzi wa Mbonzi, these gratuitous accusations are issued to tarnish the image of the Kinshasa Provincial Assembly and to tarnish the reputation of the provincial deputies of the city of Kinshasa in the run-up to the elections.
President Godé Mpoyi is also accused of abuse of power in the vehicle credit case contracted by provincial elected officials with Afriland First Bank. The President of the Provincial Assembly is accused of having maneuvered to snatch the payroll from the bank in favor of manual payment, this time at the level of the office of the APK (Kinshasa Provincial Assembly). Since then, the fees deducted each month from the emoluments of provincial deputies by President Mpoy were no longer paid to Afriland First Bank.
The General Inspectorate of Finance (IGF) is already seized of the file and asks President Godé Mpoy to send him all the quantified details relating to the vehicle loan with Afriland First Bank. The APK parliamentary assistants are also asking the president for 19 months in arrears on their bonus.
In his defence, the president of the Provincial Assembly has 48 hours to explain himself to the provincial elected officials of Kinshasa. However, the outcome of the plenary scheduled for next Wednesday remains uncertain.
