National Cyber Defense Council: a step towards digital security in the DRC
In a context where digital transformation is accelerating in many countries, the Democratic Republic of Congo (DRC) is taking an important step towards digital security with the creation of the National Cyberdefense Council (CNC). Announced by President Félix Tshisekedi, this specialized service will have the mission of coordinating efforts in the field of Cyberdefense and Cyberintelligence.
With administrative and financial autonomy, the CNC will be responsible for advising and informing the President on issues related to digital security. At its head, Jean-Claude Bukasa, former special adviser on security, who will be assisted by two main assistants: Liongo Momanza Jean Julien, in charge of cyberintelligence, and Kyenge Malaika Nathalie, in charge of cyberdefense.
This initiative is part of the National Digital Plan adopted by the DRC in July 2022. This plan aims to make Congolese digital a lever for integration, good governance, economic growth and social progress. The creation of the CNC testifies to the Congolese State’s desire to protect its digital assets and to deal with the cyber threats that are rampant in the world.
The national cybersecurity strategy, which accompanies the National Digital Plan, defines a strategic and structural framework for the development of digital trust, the protection of the cyber environment, the defense and security of information systems, as well as the fight against cybercrime. The objective is to prevent threats and ensure the availability, confidentiality and integrity of Congolese cyberspace.
The DRC, positioned as a technological hub in the heart of Africa, must equip itself with mechanisms and systems adapted to the realities of cyberspace to ensure its digital security. The CNC will play a key role in this mission, coordinating efforts to protect information systems and providing expert advice to the President of the Republic.
In conclusion, the creation of the National Cyberdefense Council in the DRC marks an important step towards digital security in the country. By aligning with the National Digital Plan and adopting a national cybersecurity strategy, the DRC shows its willingness to protect its digital assets and develop a secure and resilient digital ecosystem
