For strengthened local governance: the urgent call from CONAFED and REFED women to support municipal councilors in Lubumbashi

The National Committee for Women and Development and the Women and Development Network are calling on the government of Haut-Katanga to support municipal councillors in combating insecurity in Lubumbashi. Recognising their crucial role in communicating and preventing criminal acts, they are calling for fair remuneration and adequate support to strengthen local governance. This request highlights the importance of municipal councillors in community development and the need for close collaboration with local authorities to improve the quality of life in Lubumbashi.
The Congolese political world has been experiencing exceptional effervescence in recent times, as the National Committee for Women and Development (CONAFED) and the Women and Development Network (REFED) are making an urgent request to the provincial government of Haut-Katanga. The issue is crucial: the question of taking charge of municipal councilors to combat the growing insecurity in Lubumbashi.

The relevance of this approach lies in the recognition of the fundamental role of municipal councilors as privileged intermediaries between the authorities and the local population. Indeed, these local elected officials are the guarantors of fluid and transparent communication, thus promoting better prevention and repression of the criminal acts that plague the city.

The call launched by CONAFED and REFED resonates as an urgent necessity for the provincial government of Haut-Katanga. By officially recognizing the status of municipal councilors, granting them adequate material and financial resources, and setting up appropriate training programs, local authorities would greatly contribute to strengthening local governance and improving the quality of public services.

REFED President Bernadette Kapend rightly emphasizes the importance of fairly remunerating these local actors, commensurate with their contribution to community development. By highlighting the key role of municipal councilors, she calls for recognition of their commitment and dedication.

This request comes at a time when municipal councilors from across the Republic have expressed their discontent by organizing a sit-in in front of the Prime Minister’s Office in Kinshasa. They are legitimately demanding equitable support, similar to that granted to MPs.

It is undeniable that close collaboration between municipal councilors and local authorities is essential to ensure the safety and well-being of the inhabitants of Lubumbashi. By fully recognizing their importance and providing them with adequate support, the provincial government of Haut-Katanga could actively participate in improving living conditions in the region.

In conclusion, this legitimate request from CONAFED and REFED highlights the need to enhance the role of municipal councilors in the fight against insecurity and for local development. It is now up to the authorities to seize this opportunity to establish more inclusive and effective governance, for the benefit of all citizens of Lubumbashi.
