Strengthening the Congolese National Police: A Strategic Reform for Reinforced Security

The announcement of the Congolese National Police programming law for the period 2025-2029 constitutes a major step forward in strengthening the institutions of the Democratic Republic of Congo. Indeed, this measure is in line with the law on military programming, aimed at improving the security and stability of the country.

The bill presented by the government aims to implement a series of reforms aimed at professionalizing the police, strengthening its efficiency and increasing its accountability to the population. This initiative demonstrates the government’s desire to consolidate the rule of law and guarantee the security of citizens.

The reform of the Congolese National Police is also part of the National Strategic Development Plan, focusing on consolidating security and democracy for strong and stable institutions. This long-term vision is structured around seven strategic orientations, placing police reform at the heart of government priorities.

The Government’s Action Program, under the leadership of Judith Suminwa, gives pride of place to the issue of security and protection of citizens. The Congolese National Police programming law is thus a crucial step in achieving this objective, by aiming to professionalize the police force and eliminate pockets of urban and rural insecurity.

To achieve these objectives, the government plans in particular to review the distribution of PNC personnel across the national territory and to build a high-level academy to train future police officers. The finalization of the PNC reform plan and the implementation of the programming law will be essential steps in this process.

In conclusion, the Congolese National Police programming law for the period 2025-2029 is an ambitious measure that reflects the government’s commitment to strengthening the country’s security institutions. By professionalizing the police, strengthening its governance and improving its efficiency, the DRC is equipping itself with the tools necessary to guarantee the security and well-being of its citizens.
