Training on leadership and financial management: a decisive step towards transparent governance in the DRC

A training seminar on leadership and financial management was held in Kabinda, DRC, with the support of the World Bank. The six-day event aimed to strengthen the capacities of local actors for more effective management of public finances. Participants benefited from sessions led by experts, addressing topics such as governance, the organization of ministerial cabinets and public procurement reform. This seminar demonstrates the commitment of the authorities and the international community to promote transparent and accountable financial governance for the economic development of the region.

As part of the development and improvement of public financial management in the Democratic Republic of Congo, a training seminar on leadership and financial management was recently organized in Kabinda, Lomami province. This six-day event brought together members of the provincial administration, marking a crucial step in strengthening the capacities of local actors in financial management.

Under the aegis of the ENCORE project and with the financial support of the World Bank, the main objective of this seminar was to improve revenue collection and public expenditure management in the DRC. Through training sessions led by experts in the field, participants were able to acquire new knowledge and skills for more effective management of public finances.

The province of Lomami, rich in natural and economic resources, is thus positioning itself as a key player in the implementation of new financial governance practices. The vice-governor of the province, Célestin Kayembe Tshiaji Tshibola, stressed the importance of training a new group of leaders capable of promoting responsible and transparent management of public finances.

For Emmanuel Kibaya, provincial coordinator of the COREF-ENCORE project, this seminar represents a unique opportunity for local actors to deepen their knowledge and familiarize themselves with the essential tools for rigorous management of public finances. The different sessions addressed various topics, such as governance skills, the organization of ministerial offices and public procurement reform.

Beyond the technical aspect, this seminar also aims to strengthen the appropriation of legal innovations and good practices in financial management. Participants thus had the opportunity to exchange with experts from Kinshasa and to benefit from targeted interventions to improve their skills and professionalism in this crucial area for the country’s economic development.

In conclusion, this training seminar on leadership and public finance management in Lomami province demonstrates the commitment of the Congolese authorities and the international community to promote transparent, responsible and sustainable financial governance. It constitutes an important step in the modernization of public management practices and paves the way for a more promising future for the socio-economic development of the region.
