Historic fundraising in the Democratic Republic of Congo: A decisive step towards economic growth

Kinshasa, October 14, 2024 – The government of the Democratic Republic of Congo recently carried out a major financial operation by raising nearly 238 billion Congolese francs on the financial market through the issuance of Treasury bills. This decision, taken by the Ministry of Finance and supported by Minister Doudou Fwamba Likunde, made it possible to mobilize 85.30 million US dollars. This sum, obtained at the exchange rate of 2,800 FC per US dollar, has a maturity of two years and will be repaid by October 2026 to three bidders.

At the same time, another issue of Treasury bills raised 50.117 billion Congolese francs, the equivalent of 17 million US dollars. This operation, successfully carried out on October 8, 2024, also has a maturity of two years and involved five bidders who will be reimbursed by October 9, 2026.

Treasury bills, issued by the Congolese State via the Public Treasury, represent debt securities guaranteeing repayment at maturity. Indeed, any purchaser of these bills becomes a creditor of the State, thus lending it money. Since these securities are 100% guaranteed by the government, they are considered one of the safest investments on the money market.

This fundraising is part of a crucial economic context for the Democratic Republic of Congo, highlighting investors’ confidence in the government and its financial policy. This initiative also demonstrates the State’s ability to mobilize resources on the financial market to support its development projects and ensure its economic stability.
