Progress of construction work on the South-East and South-West ring roads in Kinshasa: Closure of the phase of identifying owners

Fatshimetrie October 7, 2024 – The progress of the construction work on the South-East and South-West ring roads in Kinshasa is becoming clearer with the announced closure of the first phase of identifying owners and assessing the assets to be expropriated. This crucial stage of the project, which directly impacts the inhabitants of the areas concerned, ends on Friday, October 11, 2024, according to a press release from the Ministry of Infrastructure and Public Works.

The identification and assessment process mainly affected the concessions and plots located along the sections where road construction work is underway. The villages of Mfuti, Ngudiabaka, Nsabuka and Manianga, in the territory of Kasangulu, as well as the neighborhoods of Kimvula, Mitendi, Nkombo Mafuta, Cité Millenium, Kimbuta and N’djili Kilambu, in the commune of Mont-Ngafula, were the points of attention of the Interministerial Commission in charge of expropriations.

For people affected by the project and who have not yet been identified, it is essential to present themselves at the General Secretariat for Infrastructure and Public Works, with identity documents and property titles. This is an essential step to ensure that compensation and indemnities are fair and equitable.

It is important to note that any person prevented from moving can appoint a legal representative by proxy to act on their behalf. The objective is to ensure that each individual affected by the project is involved in the process of identifying and evaluating the assets to be expropriated.

The Interministerial Commission also recalls that work has not yet started on some sections of the South-East and South-West ring roads, from the Lutendele entrance to the Kundiabaka village, from the Kimvula neighborhoods to Mitendi, Manenga, Mamfufu, N’djili Kilambu, N’djili Brasserie, Buma to the N’djoku exit. Residents in these areas are encouraged to prepare for the upcoming identification and assessment exercise, the schedule of which will be communicated later.

In short, the end of the first phase of owner identification and asset assessment marks a crucial step in the implementation of the South-East and South-West ring roads project in Kinshasa. It is essential that the process be carried out in a transparent and inclusive manner, thus ensuring a smooth transition for the communities concerned. Collaboration between authorities, residents and stakeholders is essential to ensure the success of this major infrastructure project in the Congolese capital.
