“Local Development Program in DR Congo: the IGF at the heart of the monitoring and optimization of public funds”

The topicality of the Local Territorial Development Program in the Democratic Republic of Congo raises concerns within the General Inspectorate of Finance (IGF). This project, initiated by President Félix-Antoine Tshisekedi Tshilombo, aims to promote the development of the country from decentralized territorial entities.

In order to monitor the progress of this program, an IGF delegation visited several territories and villages in the province of Kasai Oriental. The inspectors were able to observe on the ground the progress of the work and the realities with which they are confronted.

In the territory of Tshilenge, the delegation unfortunately noted that the administrative building under construction had been destroyed by the local population. The inhabitants objected to the use of fired bricks instead of the cement ones, as in the other sites. Despite this incident, Victor Batubenga, deputy head of the IGF, remains optimistic about the end of the works and their impact on local development.

The inspection continued with the evaluation of work in other territories. The inspectors recorded data on the progress of the work and were able to observe the constraints encountered in the field. One of the main challenges is related to the use of construction materials that comply with the required standards. The IGF has inspector-engineers equipped with instruments to check the quality of the works under construction.

Despite certain constraints, work is progressing overall. Local officials expressed their support for President Tshisekedi’s initiatives to improve the conditions of education for children, access to health care as well as the working conditions of local civil servants.

This evaluation of the Local Development Program is crucial to guarantee its proper execution and maximize its impact on the development of the territories. The IGF plays a key role in monitoring this project and ensuring that public funds are used efficiently and transparently.
