Fatshimetrie, August 28, 2024 – The issue of strengthening the capacities of police units and the computerized management of their resources is at the heart of the debates in the Democratic Republic of Congo. Indeed, a workshop aimed at updating a draft law on the reform of the Congolese National Police (PNC) was recently held in Kinshasa, and resulted in major recommendations.
During this workshop, the stakeholders agreed on three strategic axes to improve the PNC. First, it is a question of strengthening the capacities of the police through computerized management of its resources. It is also a question of setting up a retirement plan for certain officers while considering the recruitment of 15,000 police officers per year. These measures aim to modernize and professionalize the PNC, thus enabling it to respond more effectively to the country’s security challenges.
The second strategic axis focuses on the professionalization of police officers through quality initial training. Indeed, it is essential to invest in the ongoing training of police officers to guarantee a high-quality security service to the Congolese population.
Finally, the third axis, accountability, aims to establish a control plan at the central and national levels. This is to ensure that the PNC operates transparently and in compliance with citizens’ rights. By adopting these measures, the PNC is committed to being more responsible and accountable to the population it serves.
Me Jacquemain Shabani, Deputy Prime Minister in charge of the Interior and Chairman of the Police Reform Monitoring Committee, has committed to fighting for the implementation of this bill. Once adopted by the Council of Ministers, the text will be submitted to Parliament for a vote and must then be promulgated by the Head of State.
In conclusion, this reform of the PNC is a crucial step in the modernization and efficiency of the police forces in the Democratic Republic of Congo. By focusing on capacity building, professionalization of agents and accountability, the PNC demonstrates its willingness to work for the security and well-being of all Congolese citizens.
