As part of its efforts to strengthen the rule of law and democracy in the Democratic Republic of Congo (DRC), the Ministry of Justice is setting up a five-day training course on the development of the program budget. Through this initiative, participants are called upon to prioritize the actions to be undertaken and to define the actors responsible for implementing them, both in terms of narrative and finance.

Expert Guy Sylvain Mukenge, speaker at this training, emphasizes that the overall objective of this process is to consolidate a quality, independent, efficient and human rights-respecting justice system, while guaranteeing protection and security for all citizens. This approach is a continuation of the States General of Justice organized in 2015, which led to the adoption of a national justice reform policy for the period 2017-2026.

The Democratic Republic of Congo also relies on the National Strategic Development Plan (PNSD) for 2050 to support the reform of the justice sector. This plan aims to provide a comprehensive strategic framework to guide the interventions of development actors, by encouraging accountability and the achievement of tangible results. In this context, justice and human rights occupy a prominent place in the second pillar of the PNSD, focused on strengthening good governance, restoring state authority and consolidating peace.

Technical and financial partners, such as Belgium, France, the Netherlands and the United Nations Development Programme (UNDP), are actively involved in the field of justice in the DRC. The justice reform support project is financed by the 11th European Development Fund (EDF), thus demonstrating the commitment of international actors to support the country in this process of modernizing and making the justice system more efficient.

This training on the development of the program budget is part of a broader dynamic aimed at professionalizing the justice sector in the DRC. By supporting the High Council of the Judiciary (CSM) in the development of its budget, this initiative contributes to strengthening the transparency and efficiency of the judicial administration, thus offering additional guarantees in terms of respect for fundamental rights and protection of citizens.

Ultimately, the development of the program budget of the Ministry of Justice in the DRC is an essential lever for consolidating the rule of law and promoting democracy. By equipping the judicial system with modern and effective tools, the country is positioning itself on the path to a fair, independent and transparent justice system, guaranteeing the freedoms and rights of all citizens.
