Strengthening security in Goma: Identification of soldiers by neighborhood leaders, an effective solution?

Fatshimetrie recommends that men in uniform based in Goma identify themselves to neighborhood leaders to combat the rise in insecurity. Colonel Guillaume Njike Kaiko, military spokesman in North Kivu, announced this measure aimed at strengthening security in the city. He therefore invites all soldiers and police officers residing in Goma to come forward with their weapons for identification.

This initiative has sparked mixed reactions within civil society in Goma. While some welcome this approach, others express reservations about its effectiveness. Indeed, some members of civil society stress the importance of entrusting this identification work to the competent services of the army, such as the administration and the logistics commission. They question the fact that a soldier must go to a civilian’s home to identify himself and highlight the logistical challenges that neighborhood leaders could face in this task.

On the ground, neighborhood leaders report their lack of resources and means to carry out this mission. Indeed, without appropriate documents or tools, it is difficult for them to verify the authenticity of the weapons and ammunition presented by the military and police. This situation raises questions about the feasibility of this measure and its real effectiveness in the fight against insecurity in Goma.

Faced with these challenges, it is essential to find viable and effective solutions to guarantee the safety of the inhabitants of Goma. Collaboration between the military authorities, law enforcement and civil society is essential to implement measures to prevent and combat crime. It is necessary to establish a constructive and sustainable dialogue between all stakeholders in order to find suitable and sustainable solutions to ensure the safety and tranquility of the citizens of Goma.
